This is the T51 Chest Plate, used by the US Army Signal Corps.

It is worn on the chest, using the two straps to secure it, there is then a lead with the standard American Microphone and Headphone jacks on the end.

This would be perfect for the re-enactor looking to add a touch of reality to their display.
